The Libyan government has owned this mansion, called Thunder Rock, in suburban Englewood, N.J. since 1982. The next-door neighbor is Rabbi Shmuley Boteach, who complains about waking up to the green Libyan flag through his bedroom window every morning. The mayor of Englewood is seeking to revoke the estate’s tax-exempt status.
